question re Potentially Liable:Proxy Avoidance block

testing forticlient webfilter, I've heard very good things about it.  Install was smooth and it is playing nice with other security apps on windows 7x64.

Went to webmail to login and the page was blocked as Potentially Liable:Proxy Avoidance which is a setting that was either default or one that I enabled, but surprised to find this webmail page blocked.  When I checked the URL on Qualys it is reported as "A+" and this webmail is touted as a secure privacy email server.  I have not yet forwarded the URL to fortinet to re-evaluate until I have a better understanding of why it might have been blocked.  

I guess the question is where is the proxy in this situation?  Is this possibly a known bad site, which seems doubtful, or fortinet sees a break in the connection, or a bad certificate although others say good certificate...  thanks.

2:  review other various URL category services, &  if most  come back as proxy-avodiance  than that's clue  and might make it  harder to get it reclassified
