Permission denied when using ssl user to log in fortigate firewall.

I just want to have admin login into firewall.
When I go in through the WAN interface and login it gets permission denied.
I try to login using SSL VPN forticlient, it gets permission denied -455 error.
Have you set up trusted host under administrators?
Have you enabled Https on the WAN interface?
Have you configured Local in Police?

Could you please share below command output and error screenshot to check further.
show sys interface <interfacename>
show vpn ssl settings
Specific user public ip address and please confirm is this user configured locally or through remote server?
Run below SSL VPN Debug commands and share the output:
Putty1 :
# diag vpn ssl debug-filter src-addr4 x.x.x.x <----- Public IP of <user>.
