When my Fortimail 200E device boots, I only have an option to press F2 or F10 and nothing else.
Seems like the HDD and Cache was formatted.
How do I go about reloading the .out file if no TFTP menu option is available?

If you successfully interrupt the startup process by console cable connection , the following messages appears in the below Document to can install Firmware from TFTP
If the mentioned menu not coming to you you can ask for RMA .

I need the .usb or .iso fortibootloader to first install before i get those options. Can you please assist me with this? The fortianalyzer has a bootloader file. Where can i get the fortibootloader? Only .out files for firmware are available on the firmware downloads.

Could you send me a file to run or an updated Bios to install that would fix this?

I was able to PXE boot to a TFTP server and it downloaded the .out file successfully but nothing happens after that. How do get it to install after it has downloaded?
I thought the .out file should install and reboot after downloaded or does PXE boot not work that way with the firmware?
I also checked the bios, it is on R03, dated 2015, seems very old, might be why I don't see the TFTP configuration menu.
