EDIT: This seems to have cleared up. I've been able to re-enabled "Spam Submission" and it's working correctly. Must have been a bad definition update or something.
Just a heads up. All of the fortigates at my client's that do spam filtering are blocking almost all email as spam right now.
It seems to be the “Spam Submission” feature.
