make a suggestion for a network with 60c please

hi every body i'm a beginner in fortigate using so please help me to design my network.

 I have a ftp server in DMZ and 2 type of wan network one of them is a access server with dialup and other one is internet network with specific user that I must run DHCP for them. also internal network.

all of them must access to ftp server an transfer file. so i want to know what should i do for this.

should i use port forwarding or routing?

note that may be I will active VPN later
