Sorry i'm new here. i wanna ask how to register the mac address. So that only devices that mac address registered can use the internet.

and welcome to the forums.

There's 2 ways, slightly depending on the firmware version.

First, you can connect the device via DHCP and after IP assignment 'reserve' the MAC address to an IP. In an outgoing policy (internal -> wan), use the reserved IP address as source address and (implicitly) block all other sources.

- this is not foolproof! as MAC addresses can be changed on the fly. -

Second, enabel 'Device detection' in FortiOS v5.x and let the device have some traffic. It should then be included in the detected devices list. Assign an alias to be able to easily identify it.

Create a policy 'internal'->'wan', source address your LAN, and additionally add the device as source device.

Again, this may not be 100% tight as sometimes the device is detected but it's OS (for instance) is wrong; the MAC address is used in all cases.
