You can define a user device :

FGT60 (remote1) # config user device

FGT60 (device) # edit test new entry 'test' added

FGT60 (test) # show fu config user device edit "test" set mac 00:00:00:00:00:00 set user '' set comment '' set type other-network-device next end

and use this object in your firewall rules
