I am trying to do internet service database group but i am not seeing anything related to create group on firewall level

Yes you can do it, but currently is supported only from CLI:
config firewall internet-service-group
edit "t-cloud"
set member "Microsoft-Azure.Service.Bus" "Amazon-AWS.Cloud9" "Alibaba-Alibaba.Cloud" "VMware-Other"

i think it is not include all the services that are on internet database services , i am trying to make traffic routing based on servics like youtube on ISP1 and facebook on ISP2
any advise plz ?

I used that but for butter mangment it is perfered to put on group
