I have got a public static IP from my ISP with vlan tag.
assigning the IP that's easy, but where to put the Vlan ID?

you have to create vlan that attached to the interface facing isp maching vlan id from isp
you can add ip address to that vlan interface.

so you are saying that I should put the address on the vlan not on the interface itself right?
yes, you should..
for internal network reaching internet via your isp, you should create policy that use your interface vlan as destination interface.
