help configure fortigate without fortiguard license

Hello. i bought an old 60D to test. i made use of the trial services offered by fortinet, and it was really great. now, these licenses are too expensive for me to use at home. can some one point me out on how to configure webfiltering, dns filter, IPS, application filter and DPI , manually without fortiguard licensing? is it possible? also, can i create content filters like the ones fortiguard uses?

i tried creating a simple webfilter wildcard to block youtube, but it didn´t blocked it.

Hello,

Generally license is not required to configure firewall via GUI/CLI. Could you please elaborate your scenario?
