I am using OS 7.0.10 for FGT-1101E.
When A-P mode HA is set, both devices are displayed as Primary on the top of the GUI.
The command get sys ha status shows primary and secondary normally.
Even if you test with the FGT-401E device, both devices are displayed as Primary.
Has anyone found this symptom or solved it?

Do you have virtual cluster enabled? I remember seeing similar issue reported for virtual clusters.
Also, is it possible for you to test the behavior in 7.0.11, I have tested 7.0.11 cluster and didn't see this issue.

Yes, Vdom is enabled. (global, root, mgmt, service)
I've tested 7.0.11, but the same problem occurs.
As per 7.2.4 releases notes this issue is fixed.
