You can use WebFilter to block access to TikTok Web and under Application control you can find TikTok signature that can be used to block it (deep-inspection is recommended).

You can block access to TikTok on your Android or iPhone (through Settings) or on your router by using specialized blacklist apps like OpenDNS.

For me, TikTok would also be less relevant if it weren't such a good marketing tool.
