i have a fortigatet100e
my fortigate block my pc linux to get update
for exemple when i try with 
apt-get update or apt install
i got error

How are you validating that the FortiGate is blocking the connection?

An easy way to check would be to set up a clean policy without any inspection or security profiles. Another option would be to check for the Logs under Log&Reports section. If the issue is observed even after testing with a clean policy, would be best to check the flow trace or even take a packet capture.

I faced this problem also, all windows and Linux PCs are on the same LAN and same firewall policy, but Fortigate blocks Linux PCS only.

The solution for me was enabling (Exempt from Captive Portal) in the firewall policy.
