fortimail not holding mail while sandbox scans

We have Fortimail setup to use fortisandbox an the AV profile is set to submit and wait for results and scan timeout is set to 30 minutes. however we have tested with several attachments and while it is in the pending queue on sandbox, the users receive the email? is there another setting that effects this?

resolution for anyone who runs into this.

Disconnected Fortimail from the Fortisadbox in system > Fortisandbox and then re-added the sandbox connection back to fortimail. After this, mail was being held until the sandbox had finished.
