Is it the throughput of RX? Is it RX+TX throughput?

Yes Throughput is always calculated based on RX+tx. Throughput is the overall capacity of the box not of the interface.
Do you mean to say that because the packets hit the kernel when using SSL VPN this makes it slower? Would it be fair to say that this distinction has less to do with encrypting/decrypting the packets and more with process switching/CEF (in Cisco speak) https://mobdro.bio/ ?
