fortigate 201F telnet server

I use fortigate telnet server prompot: 

FortiGate-201F # execute telnet 192.168.20.15 5000
Trying 192.168.20.15...
Connected to 192.168.20.15.
Connection closed by foreign host.

ping is ok

FortiGate-201F # execute ping 192.168.20.15
PING 192.168.20.15 (192.168.20.15): 56 data bytes
64 bytes from 192.168.20.15: icmp_seq=0 ttl=64 time=0.2 ms
64 bytes from 192.168.20.15: icmp_seq=1 ttl=64 time=0.1 ms

I use my pc telnet it is ok , the port of the server is open and there is no restriction

Hello Chendewu.

I see that from FortiGate the telnet to the server is successful.

FortiGate-201F # execute telnet 192.168.20.15 5000
Trying 192.168.20.15...
Connected to 192.168.20.15.

However, there is a message Connection closed by foreign host. 
This means that the server is listening on port 5000 but closing the connection immediately.

So this mean telnet is successful, is the server actively closing the connection?
