error when deplyoing fortigate VM in esxi 6.7

hi all,

i am not able to deploy a ovf files of fortigate VM in esxi 6.7 , getting an error of " failed to deploy VM :postNFCData failed: IO error"

and on recent task i see the result of " Failed - Upload disk cancelled " 

not much info but if anyone have good expirience with deploying fortigate vm in esxi 6.7 , please advice
