i followed that kb but my computer doesn't have this step Navigate to Certificates -> Personal -> Certificates,

Are you using certificate for authentication or just username and password? Is FortiGate configured to require client certificate?

Can you check on FortiGate > VPN > SSLVPN Settings, and make sure 'Require Client Certificate' is disabled?
