The Fortigate VM (evaluation mode) should not restrict the Wifi settings as you can check on the following link: https://docs.fortinet.com/document/fortigate/7.2.0/new-features/7398/permanent-trial-mode-for-fortig...
Check under System >>Feature Visibility >> WiFi Controller. Is it enable?

Based on your description, it seems like a network communication issue. How is the AP connected to the hypervisor? The subnets you are mentioning are in different networks, the AP can not communicate with FGT. You will need a 'physical interface' or a VLAN as a sub-interface (in case there is a switch) and enable 'Security Fabric Connection'. Enabling also the DHCP Server will help the AP getting a valid IP.
