Hi,
Would like to know if there is a tool to convert a firewall config file into a GUI interface like how I can log in the firewall fortinet 100D/1000C through Internet explorer https:// with the IP as the address.
I am not very well verse in commands in the config file, hence was looking for a tool to better translate the rules and policy into a friendly readable format :)

There is no such thing I'm afraid. Your best bet is to ssh to the device via Putty and extract the information you want by use of commands while logging the output at the same time. To see your policies for instance you would type
show firewall policy
which would then be logged onto a file for later reference. See this article for more information:

Alternatively, you can grub the entire configuration file from the GUI's dashboard.

GUI or CLI are both a user interface. Whenever you are accessing the device via GUI or CLI, the configuration is the same.
I guess you want to view the configuration on GUI interface so just simply load the config into the device and access the device via GUI.
