few days ago i block facebook on fortigate 60 e . But still facebook mobile app bypass. Please guide me how to block facebook app as well.

Too block the facebook app you must enable SSL Deep Inspection and use an application control profile to block the facebook application.

In addition to QUIC, you need to set Facebook to Block. You will need to enable certificate-inspection at least for the Fortigate to scan the hostnames for SSL sessions.
