I block a class and I want to allow access to a single site in this category but its not working for exemple block social networing and allow just twitter

you can simply block the fortiguard categories you want (e.g. social networking) and then add in the URL filter (in the same Webfilitering profile) e.g *.twitter.com, as a wildcard with action allow.
Alternatively you can create a custom URL category add the sites you want to allow in this category and then make sure you allow this custom category in your web filter profile.
