You're the only hope left for me because I've tried everything to get Forticlient VPN work on W11.
So I'm using a IPsec connection with pre-auth key, downloaded latest version of Forticlient but it stills says that error occured.
I'm 100% sure that login details entered are correct as it works with no problems on netbook with W10 installed.
Any help will be HIGHLY APPRECIATED.

There is no fundamental changes in Windows 11, so existing application should work.
Windows 11 is only supported on FortiClient 7.0.2, per documentation:

Now, do you see any difference when using Ethernet port vs. Wifi?

You may have good lead, I've switched from Ethernet port to WiFi (external card, cause I've PC) and it connects without troubles!
Any idea how can I make it work on ethernet cable too?
Not quite sure, unfortunately. The wifi/cable difference was noted in FortiClient 6.4
The fix was not related to FortiClient, and customer didn't say. Someone from FortiClient team may assist, or maybe open a support case
Okay, got it worked.
Simply I've prepared an SSL-VPN connection instead of IPSec. Works without troubles on SSL.
Also, check if you can change the local peer ID:
Select Forum Responses to become Knowledge Articles!
Select the “Nominate to Knowledge Base” button to recommend a forum post to become a knowledge article.
