If you are replacing the faulty FortiGate with the same model, and if you do have the backup configuration, you can restore the configuration file into the new device:

The port1/mgmt port on the factory reset/new device will have an ip address 192.168.1.99, you may connect a PC/laptop with an IP in 192.168.1.0/24 subnet to this port and access the device GUI https://192.168.1.99 (User: admin Pass: "empty/no-password"
If you cant take access to the console, please raise support ticket.
