Web filtering fails for IP of the website but DNS is blocked?

Have a Fortigate setup with Deep SSL inspection with web filtering, the web filtering works,

However, if i type in the IP of that site it goes straight through, is that to be expected? how can i change this?

What is the FQDN of the website?  Would it be the type of site that may be running or hosted on the cloud (e.g. server farm)?  Is web filter configured to rate both the FQDN and IP address?
