We using our fortigate like a firewall, we had problem with entering to our government public web sites, as elicense.kz, did.gov.kz, pki.gov.kz, did.pki.gov.kz. At the same time youtube or other services working very well. I created special rule for this web sites without any inspections, but nothing changed. If you had any idea it will be very well.

Is it possible it was a temporary outage on their end? Or is the problem persisting for you?

What DNS server are you using? Possibly it is not resolving the correct info for these sites?

What about traceroute, do you see the packets routing correctly? Can you run a traceroute from another device that is working and compare? Is it possible your ISP is doing something funny?

Are you able to resolve these websites names from FortiGate CLI ?

Might be Forward logs in Fortigate gives some hint.

In general, are you able to access these websites without passing traffic through Firewall ? e.g. you can test from your mobile data package. In addition to that If you gather debug logs, that would give some more information.
