From the CLI type diag hardware deviceinfo nic <interface name>

eg.

# diag hardware deviceinfo nic wan1 Driver Name     :Fortinet NP4Lite Driver Version         :1.0.1 Admin           :up Current_HWaddr   08:5b:0e:6e:cb:40 Permanent_HWaddr 08:5b:0e:6e:cb:40 Status          :down Speed           :10 Duplex          :Half Host Rx Pkts    :0 Host Rx Bytes   :0 Host Tx Pkts    :0 Host Tx Bytes   :0 Rx Pkts         :0 Rx Bytes        :0 Tx Pkts         :0 Tx Bytes        :0 rx_buffer_len   :2048 Hidden          :No cmd_in_list     : 0 promiscuous     : 1 enabled 802.1x  : 0 authorized      : 0

Check the speed and duplex is correct.  Watch for any error counts that grow (increase) over time.

You'll may need to set up snmp.  According to this old forum post, the OID is listed under fg link monitor.
