Vulnerability Scan Missing in GUI 40C

I have a FWF40C with 4.0MR3 Patch 9. It is licensed up and on the status page; it has the green check mark and vulnerability is licensed. In the UTM section there is no vulnerability scan section. In the Log & Archive Access, there is a Vulnerability Scan Log section. When I go into the CLI the scan commands appear to be there. How can Vulnerability Scan be turned on in the GUI? Thanks, Jack

Follow-up, I did not see a section on vulnerability scan in the UTM,secton so this probably should not be in this category, but I still need some help.
