Virtual IPs or groups not in destination address

If I go to create a new policy, I give it a name, select incoming and outgoing interfaces, set Source  and then click to select destination address.  I get a list of defined IP addresses, FQDNs and address groups but none of the Virtual IPs or groups. All the configuration was migrated from 5.2 to this new hardware. All vip policies were lost during the migration. All vip were deleted and created And they do not appear either.Any solutions??? ( see attached below )

What do you mean by migrated? You cannot simply copy the config from one box running one version of code and paste it into another box running a different version. Much more work needs to be done to migrate that way (hardware swap). Please provide more information. Sounds like a screwed up migration effort from this side.

our partner do the migration , i dont known how. The only one feature does not work is that. I cannot create VIP rules because they dont appear in the list.

What were the appliance model numbers? Were they the same?

I suspect the VIPs (if existant - you don't mention that - Firewall>objects>Virtual IP) are bound to an interface which is not identical to the destination interface in the policy. Easy to check.
