I have a 90D with 2 ISP 1 Gb/s connected each to a WAN interface, all LAN interfaces are configure has Hardware switch; the 2 Wan connections are 1000/full, testing using speedtest with a computer connected to LAN port for both ISP I gets a maximum speed at 130 Mb/s, if I connect the same machine to ISP router I get 850-900 Mb/s on both ISP. I have disabled all security feature. How I can solve this problem ?

Just a guess: WAN protocol is PPPoE? There is a known limit for using this protocol, as it is handled in software.
Solution (just in case): use an external modem in pass-through mode, then you can achieve full wire speed.
No is not PPPoE !
