Hallo,
I have problem I can't set up VPN site to site with two Fortigate, The first has static IP and the second Fotigate has FQDN.
When I fix the IP the VPN is UP but when i chnage it to DynDNS the VPN DOWN.

Might be that you need to fix the static routing or the Peer-ID (if you are using it.).
Ref: Page 1976 FortiOS Handbook for 5.6.4
Also make sure if the FGT can resolve the remote Peer's FQDN.
