VPN on 2nd ISP

We are using a FortiWiFi 60E

We have a primary ISP, and we are using our public IP for our VPN, we have a backup ISP in case our internet goes out, but of course, it has a different public IP, how can I set this up to be able to use our back up ISP in case of an outage and all of our remote people still use the VPN without having to make changes on their client software?

IPsec VPN or SSL VPN?

If the latter, you could either use DNS entries pointing to both public IPs and define the Remote Gateway as the DNS in FortiClient or insert multiple Remote Gateways in FortiClient as it will try to connect to each one.

Just make sure both ur WAN interfaces are listening for
