I have a VPN that is in UP status, There is a route to the remote network, and there are firewall rules, but the VPN does not communicate with the remote network. I noticed that the packet arrives at Fortigate and it directs to WAN, when it should direct to VPN. FortiOS 6.2.7
Is the route for the remote network pointing to the tunnel interface in the routing table?

So many things you need to check but I would start with that and provide phase1/2 details
diag debug vpn ike gateway
diag vpn tunnel list
and
diag debug reset
diag debug enable
diag debug flow filter addr x.x.x.x
diag debug flow trace start 10
And put traffic thru towards the tunnel.
tip: route-based vpn you can pcap on the tunnel phase1-name
diag packet sniffer <tunnel name >
