VPN Client to site & Vlans

Hello guys, I have two networks (partners & LAN) that are connected through a trunk. for the LAN is the FGT that makes inter-routing vlan so there' s a second trunk between the lan & the FGT. for example, VLAN 5 user' s must be in the LAN & in the Partners net. My problem is the partner won' t add any routes to VPN users networks (Forticlient), So to avoid this i tried to assign the VPN users adresses the the VLAN 5, but it doesn' t work? i think because the VPN users arne not tagged so FGT can' t sends them, am i right? is there any possibility yo use this?
