I was going trough documentation and cookbooks and I didn't found if this is feasible and proper use of VDOM on Fortigate. In this case we are using 80E and OS - 4.6.7
This is what I mean with access layer in picture.
WAN for VDOM2 in this case would be provided from VDOM1.
So ISP give us some IP address and routes public IP addresses to that IP. In past we didn't have need to access public IP's with other devices so we assigned access IP on secondary IP that is connected to ISP and used our public IP as primary. Or in other cases used two routers which is what we would want to overcome here.
