Users should obtain an IP from DHCP on MikroTik and access the internet via wan1.

I would link port 2 and port 3 into a software switch, and configure DHCP relay in interface settings for the software switch, pointing to DHCP server 10.20.12.1. And in your dhcp settings the default route should be pointing to whatever IP address is for the software switch on the fortigate.
Can you show it with CLI-codes? Please.
I never used fortigate.
I guess your users are not in the same subnet as the DHCP server. In that case you need to configure a DHCP relay on FG port3 to forward DHCP requests to IP 10.10.12.1.
But the question is why don't you configure DHCP server on FG port3 instead?
