I'm new to Fortinet and bought a used FortiWiFi 50E. I ended up having to factory reset it, however, it looks like it's still registered to someone else's FortiCloud. All the licenses have expired, but I'm wondering if they ever renew the FortiCloud license, would they have access to control, manage, see my Firewall or anything else from their dashboard.

It is better to contact the seller and have them unregister from their account. As in case if you have to license your used FortiWifi 50E in future fo using Security Profiles (UTMs) you need to register this device with your account. Anyone has to know the super admin's username and password to access the FortiGate. But they still may be able to access from forticloud account if they had already done the following:
