the download rate is within the service parameter contracted with the ISP, but the upload rate is absurdly low. I tested the link on a device from another manufacturer and the rates were in accordance with the contracted service. What can I do to fix this?

Assuming this problem is on a fgt, what model and firmware version is it running? What type of ISP connection is the fgt connected to. What diagnose tests have you run on the fgt/connection? Have you checked for a duplex/speed mismatch? (e.g. run diag hardware deviceinfo nic <interface name> from the CLI line.)
Are there any UTM features enabling on the firewall policy covering outgoing traffic? If so, have you tried disabling them (for testing purposes) to see if that makes a difference?
