I've got a fortinet 60C with firmware FGT60C-4.00-FW-build196-100625 (MR1)
I'would like to update to the best firmware possible.
Which is the best way?

1) Is it already a production box with a built up config?
If yes, you will need to follow the Fortinet upgrade path document to get to the latest version and keep your config compliant with the firmware changes.

2) If no, I would read up on how to interrupt the boot process via the console port, format it, TFTP the latest directly, then create your config.
CAVEAT: Depending on the generation of the 60C, you may find it struggling with firmware 5.0 and later (especially 5.2) if you plan to use most of its UTM functionality, since the first generation or two only came with 512MB of RAM, versus 1GB for the next generations. You can verify memory by typing
get hardware status
