We have some Fortigate 92D with FortiOS 6.2.12
When we are trying to manual update of ISDB (ffdb file) there is error code -85 and message about "Updating FFDB is disabled"
How can I fix this issue?

No, it's haven'tBut in earlier versions there are no problems with this

Are you sure the previous versions also had no licenses while being updated?

Yes. I'm completely sure.
I have 200+ devices with FortiOS 6.0.x and 6.2.x (also 6.4.x, 7.0.x, 7.2.x, and ALL other). All of them I perform pereodically manual update
