Unable to open online-banking sites

Dear Sir, I have configured Fortigate 110C in gateway mode for one of my customer. After creating Firewall rules for restricting Internet traffic, users are not able to open some online banking sites. Online banking sites belongs to Banking & Finances category. But that category is allowed in the particular protection profile. If those sites are blocked by any protection profile it should show under the blocked sites report page which is not happening. If I put public ISP proxy server address(proxy01.emirates.net.ae) in Web Browser, all users can browse all those bank sites without any issue. Does anybody faced these kind of issue somwhere? Please help me ASAP. Regards, Shanavas K A
