Unable to create local user in FortiClient EMS in a site

I have a multi-tenant FortiClient EMS system and I am trying to create a local user within a specific site, but the system does not allow this. It only permits creating local users at the Global level.

Is there a supported way to create a local user at the site level, or is user creation limited to Global only?
