Just last week it was I who was all over google and the forums for doing this.
With some debugging i learned.
You must keep your reference, content servers, search engine categories open for google earth.
You run this debug and open google earth to check which urls it hits and the status:
diag debug flow urlfilter srcaddr <your client pc ip address> diag debug flow show console enable diag debug enable diag deb flow trace start 200
to stop the debug: diag deb flow trace stop
the urls can be seen here: https://productforums.google.com/forum/#!topic/maps/U70B6A6M3c
most are like these:
maps.gstatic.com khm0.google.com khm1.google.com khm2.google.com khm3.google.com mt0.google.com mt1.google.com mt2.google.com mt3.google.com
and fall into search engine or ref categories in the web filter.
