it is possible, follow https://community.fortinet.com/t5/FortiGate/Technical-Tip-Mitigate-SSL-VPN-port-migration-issue-with... to create a mapped IP, thus allowing access on the mapped or the original IP - essentially duplicating the access on a different port and/or IP.
