I will be transferring my unit from one FortiCloud account to another.
Will the existing licenses and existing configuration be retained once the device is transferred?

Here is a useful KB article for the same:
You can always call as a registered user for the old FortiGate to Customer Service after this is done to make sure licenses are transferred

I further confirmed: licenses and contracts transfer with the device. Config should not be affected. However, it is always a good idea to backup config before any changes.
