Traffic shaping policy(QoS) in fortigate 200 D

Hi folks,

We didn't have any traffic shaping policy in our firewall fortigate 200 D. We were facing issue with one of the telepresence robot device from beam. audio video quality is too bad as reported by user.  To fix this I've applied robot device IP based traffic shaping policy in our firewall and specified maximum and guaranteed bandwidth.

Now the question is do I need to specify traffic shaping policy for other traffic too(as its an shared interface for internet traffic). As per this link https://www.youtube.com/watch?v=gFylCLNRz0k . It says traffic shaping will be effective only when policies are defined for all traffic using 1 WAN internet interface. 

- As I do not want to limit bandwidth for other traffic too (user internet +VOIP) feeling bit resistant to apply.

Is it possible to apply traffic shaper with no maximum bandwidth and guaranteed bandwidth option?
