Start Pages in Fortiweb not work properly

Hi Masters

I config my start page rules in fortiweb and I want users can not access to my host roots (e.g. game.cert.com/panel/default.aspx) directly and they should visit game.cert.com in first time (added in my start page rule) and after login page step and authentication they can access to their prefer URLs directly.

After my configuration I saw that users can not access to other urls since they request a start page. after they access legitimate start page, their browser get cookiesession1. after that users can access other urls without authentication and pass login page. it's because of cookie session. In other hand, users can not access urls until they access legitimate start pages.

how can I limit to access urls since they should pass login page (start page)?
