In FG60E (FortiOS6.0.6), DHCP server function is enabled in Internal1.
I have enabled it, but some IP address ranges
will not be distributed.

OK-->IP address are distributed from 192.168.0.1 to 192.168.0.255
NG-->IP address are not distributed from 192.168.1.0 to 192.168.6.255

You may try to debug this issue from Fortigate to identify the potential cause following below article.

Additionally to what @saneeshpv_FTNT mentioned , please keep in mind that the available IP addresses for assignment will be:
192.168.0.1 to 192.168.7.253 .
My question is how do you understand that IPs from 192.168.1.0 and later are not assigned to users ?
Do you have more that 256 users requesting IPs from this DHCP ?
Please verify the address range configured for this DHCP, perhaps you have limited it there.
Fortigate > Network > Interfaces > Select and edit the interface > DHCP Server > Address range.
