Im getting this message. Im sure my SmartScreen is turned on and it also does not pop up when i try to install something else. So im bit concerned about it.

I think you are safe to run it since the application is successfully verified by SmartScreen. This looks like a temporary problem with Microsoft.
If you want to be sure that the file is not tampered you can download the installer from customer portal and verify the checksum of the downloaded file:
Yeah, I came here to look if I’m the only one having trouble. I tried to install an update for an app and it said, that SmartScreen can’t be reached. I tried to change all settings but it didn’t work. Maybe their servers are down.
