- Try tune or disable the traffic shaping policy (if any)
- Check the behavior by removing the security profile and SSL deep inspection from the related firewall policy

- Try to increase the maximum bandwidth allowed at Traffic Shaper.
- Change the inspection Mode in Firewall Policy (Flow to Proxy) .
